"Following the death of Juan Vasquez," Imperator Akulov said, while emphasizing 'Juan Vasquez' with disgust. "There has been a new conspiracy: the Northern Federation and Normandy were suspected to be funding 'La Revolucion', while the prior had some weapons for the organization. And subsequently, Topsailia has launched a full-scale attack against Normandy, which may be the start of a new World War."

"This is an outrage, Imperator," said Zhou Lai, Secretary of State. "Topsailia has attacked one of our most critical allies - that being Normandy - over a short conspiracy. And given the rules of engagement, Normandy is the one who's being attacked - therefore, it is our right to defend Normandy and burn Raleigh to the ground, like the way Hernan Cortes burned Tenochtitlan."

"But we must consider the 'La Revolucion'," Tojo Hitachi, Minister of Foreign Affairs, stood with a look of determination. "The terrorists have attacked Topsailia and the Northern Federation - there is no guarantee that they would be going ahead and attack us next."

"But going back to the terrorist point," Imperator Akulov said. "It brings up an interesting suspicion: how did the 'La Revolucion' - a terrorist group - get weapons from the Northern Federation, and get the Humvee-esque vehicles on their arsenal?"

"Either they have been funded by the Northern Federation," said Nguyen Minh, Minister of Intelligence. "Or they could've stolen it from the Hawaiian Forces: the Hawaiian Forces are pretty easy to infiltrate, given their security and numbers. Acknowledging that they have been armed with weapons from the Northern Federation, the 'La Revolucion' could've received the weapons that way."

"Interesting point - but that leaves us another question," Imperator Akulov continued. "How could the funds, along with the cash, be explained?"

"That also applies to the 'black-white theory': either they have really been funded by those," the Minister of Intelligence replied. "Or they have made fake reports and accounts - something like paper companies in account management reports. It is clear that the 'La Revolucion' has quite some businesses abroad - and to cover them up, they may be using official names, such as the Northern Federation."

"Very well," the Imperator cleared his throat. "Now, to return to the war issue... either side requests our intervention. And Topsailia suggests something interesting - if we fight by their side in this war, we would take all the way to New Guinea - that's quite a deal."

"However, we must get our forces ready," said Zhou Lai, Secretary of State. "We must be ready to fight against either side - whatever it takes, we would most likely have to enter this war."

"Fine," the Imperator said. "Scramble up the forces - get our forces ready to defend, attack and destroy. Get the Assault Fleet, and keep the Hawaiian Task Flotilla ready. We'll have to fight in a war."

Director Cook stood with Specialist Mia Brooks looking at the SMI (Strategic Mission Interface) Screen in the center of the room. The situation room was buzzing with activity from all the people working at their stations.


"Sir, the Topsailian Military has mobilized and Intel suggests that they want to move forward into Alliance territory" Said Specialist Brooks as a red circles highlighted the Topsail ships.

"The SecCouncil mobilized the military to Primary Alert and shut down Alliance boarders, So martial law has been implemented and all foreigners from other countries have been rounded up and detained....if they attack us it will not stand" replied Cook pushing his classes up higher on his nose.

"The military has cordons all around The Alliance"

Cook took a quick look and nodded.

Admiral Hawking look out at the Battle Group in the crisp sea air from the flight deck of his massive Carrier. shading the sun from his eyes. The 2nd Battle group was comprised of 2 Ohio Class Ballistic Missile Subs, 3 Los Angeles Class Attack subs, 2 Ticonderoga Class Cruisers, 2 Arleigh Burke Class Destroyers,4 Cyclone Class PT Boats,3 Independence Class Littoral Combat ships,2 Neustrashimyy-class frigates.

His Carrier held 85 active Fighters and 10 Russian made Hind combat/troop carrier helicopters. it was never a good day to be mobilized and pulled from home but when home was threatened the sense of duty and honor trumped all. he went back to the bridge and got his normal status reports on the ships sipping on his coffee.

Commander of Task Force E, Joseph Hammer, received a message from President Abrams. He immediately broadcast to message on Normandy Military Radio stations.

"To the General Staff of the Alliance:

We have reasons to believe that you have funded a vile terrorist organization, La Revelucion, which has killed thousands of Topsailian and GNF citizens, and is responsible for many terrorist attacks on both Topsailian and GNF soil. We ask you to cease the funding and support of this organization and all other terrorist organizations at once, or we will be forced to attack you. We do not want to invade you, but if you continue to help this evil force we must invade you. Please make your decision promptly.

Middleton heard the message and responded

"to all Topsailian military, funding of terrorist groups has not been authorize from the Alliance. Seize all military action or we must respond if you enter our waters. If you fail to comply it will be an act of war and you will be treated as hostile...addendum topsailian president we have detained 200 citizens in Australia,they are currently in the brig of multiple military bases being kept in excellent condition if your hostile activities continue they will be treated as enemies of the state. If this is resolved they will be returned safely"

Tore sat with a few of his advisers. Kaito Shione, his adviser who had moved from his home in Japan, leaving the East to come with his friend Tore Valen and help him unify the two different people of Iberia and the Sahel. The provinces were divided in order to account for culture and not the arbitrary lines established long ago back in colonial eras. It was Tore's goal to bring his portions of Africa into the modern era, exploit the resources there to his own benefit, and to establish his new nation, bought with the dollars of his technological corporation, which now worked as the Fascist Overcompany of Industry, controlling all economic activities, except that in the Informal Sector, which was set aside for certain, non-essential industry. Kaito worked as CEO of the Overcompany and ran all Industry while his sister, Meiko Shione, worked at designing school programs, cultural events, buildings, and such that would create a new national identitiy to join the two nations. Both Shione children sat with Tore in his throne room in Lisbon, speaking Latin, the new national language alongside Arabic and discussing the proposal of Alliance with The East (Federal Eastern Union).

Tore drank down his wine hungrily, thankful for his own high tolerance. "I am concerned what it will lead to Grothbord becoming nervous. They know that we want Corsica and the rest of Italy, but we also are too weak right now to contest our claims. We have to work for now on rebuilding Iberia and advancing the Sahel territories...But that is besides the point. The point is, can we risk upsetting Grothbord with this alliance?"

The two advisers turned to each other and nodded, Kaito speaking first. "Perhaps it is a risk, my Prince, but if we say no, then we risk leaving ourselves vulnerable if Grothbord DOES attack. The reward and security far outweighs the risk."

Meiko nodded. "Plus, showing that we can defend them, will help us gain trust with the Sahel people and we can start to focus our troops on breaking apart the Revolutionary groups and establishing ourselves as the official, legitimate government."

Tore nodded. "So I say, so shall it be done. The answer is yes." Within moments the signature of Tore Valen was sent to the East as was a bottle of Portuguese Wine.

President Abrams responds to President Middleton's message:

"We will back away from your territory in return for you returning our citizens back to Topsailia. But we do have some evidence to support that you have helped La Revelucion, whether that evidence is true or not is not yet known."

Imperator Vladimir Akulov, taking a temporary break from the War Council, began to deal with diplomatic matters - about the new formation of the Valen Empire upon Spain, and how the Federal Eastern Union officially recognized it as an ally. He, as the Imperator, knew how important this alliance was: it gave the Federal Eastern Union security upon the south Mediterranean, making the area at least passable for the Navy. He also knew that Spain and North Africa were strategic positions - critical to watch out for Grothbord and the Fifth Reich.

He had seen how the Valen Empire accepted them as an ally - after all, it was the closure of the East and the West. The Valen Empire had seen the potential of the Federal Eastern Union, while the latter saw the prior's value and effectiveness. Now, it was time for him to demonstrate the first steps of the alliance.

"Send a Combat Flotilla towards the Mediterranean, probably from either the Andaman Islands or Mauritius." The Imperator ordered to Admiral Chetan Nehru, Indian Ocean Naval Command. "Sail for Tunis/Carthage or Barcelona."

"People of Grothbord, and the world. I Klaus Schmmidt, great leader of Grothbord. Three days ago I received word that the South American revolution group called La Revolucion is being funded by some of our allies, let me name them, Normandy, Belarus, Lithuania,Latvia and Ukraine. And we all know a lot our people touring South America were killed in the crossfire. Now, With the GNF, my dear friend King Oslo was injured in an attack recently. Our embassy was just blocks away from the building he was in, we know it all. Bombers from La Revolucion, sadly the Embassy Building was destroyed all that remains are ash and rubble, Me and my intelligence agency that know that GNF is not funding La Revolucion. Our great navy prepares to destroy the terrorist group, Our land troops also prepare to kill the scum to it's source.

And to the new organized North Eastern Africa, congratulations on actually getting your shit together. They desire some of our Italic land. But they will feel the fire of our army if they dare send a tourist to the border."

0000 Hours Local time.

Nineteen Special Forces operatives were walking down a busy street. The MID sent them here on a mission of reconnaissance, to find out if the secrets that the MID had found were true or not. They were all packing .45 ACP pistols, body armor, and miniature grenades but a glance at them would betray you, as they were dressed in civilian clothing and blending into their surroundings. A building that was headquarters to both a national bank and one of the biggest companies in the Union was their target.

A block away, the commander, a Sergeant Major, turned to his men and said, "Comms on and jammers jammin'." All of them pressed a button into their Bluetooth Headset and hit a button on their armor, sending out a jamming signal for ANY electronics in the area.

They walked in, and the rent-a-cops ordered them to go through the metal detetors at the entrance of the building. After the metal detectors, they moved to the working floors of the building where the main bosses set up shop for their offices and began going through computers. Two of the men were posted right at the entrance of the level, and they radioed in that armed combatants were on their way because they could see them going up the elevators as the elevators were made of glass.

They had finally found what they were looking for right as the two posted sentries were exchanging fire with the armed guards on the floor. They took their intel and made for extraction.

More men were coming up the stairs, and another group was coming up via elevator. They wired some of their explosives to the elevator and blew it up, sending the combatants down to their death. Hooking up to a nearby railing, they rappelled down to the lobby and exchanged fire with more guards before leaving. They took a back alley right as authorities came, and disappeared into the night.

They bought plane tickets with cash to Stockholm to turn in their intel, but they decided to review their intel before turning it in. What they found were several businesses supporting La Revolucion with money, but one account shocked them. They also found videos of La Revolucion executing white Topsailians in front of a camera, and military equipment from all 4 Pacific superpowers was seen with them. One thing surprised and angered them though...

They found money from the government going to the insurgents. The East was supporting La Revolucion.

They got off the plane in Stockholm and turned their intel into the King himself. He was none too pleased.

Middleton replied
"I would like to see this so called evidence that in some way shows Alliance involvement. And your for military forces leave the proximity of Alliance territory going back to topsail territory and then we will load the civilians sending them back Via an AC-130. So on terms and conditions show us evidence and leave proximity of the Alliance Territory and we will return the civilians. If we see one topsailian ship and or plane they stay as our guests."

After the sudden attack over Shanghai, Imperator Vladimir Akulov was shocked. The Northern Federation Spec Ops had apparently infiltrated through the Federal Bank and taken out with something - 'intel', as they called it - and escaped back into Stockholm. Thanks to the damage they had done, about 20% of the Federal Bank Building had been damaged.

But that wasn't all - there was also the news. About as shocking as the discovery of Colonel Cesnev, the Northern Federation was claiming that the Federal Eastern Union had formally supported the 'La Revolucion' Organization, using governmental accounts and weapons as evidence. They were also talking about the weapons - however, that was less of a problem, given that weapons from all four of the Pacific Powers were found with them.

"And now, they claim that we've supported them, with this 'account'," the Imperator glared at the Council with suppressed rage. "They have also discovered several businesses that have funded La Revolucion - all around the world, the way I see it. And to this day, the Northern Federation is leaking just about everything upon the news."

"But this has to be wrong!" The Minister of Defense said. "We have never supported them - in fact, it is impossible to do so! How would we support a notorious, nonnegotiable terrorist organization?"

"But they've done it against us anyway," the Imperator said, sighing. "I would like an official position planned in an hour - we would be broadcasting our official stance internationally, and prove that we are not the one."

"Yes, sir," the Secretary of State said.

"And in the meantime," the Imperator said, turning to the Defense Minister. "Prepare the Expeditionary Force - I think it is time for the Expeditionary Force to be put to use."

Ms. Patricia "Pat" Summerfell was wearing a dark blue business skirt and coat she is a slim blonde with shoulder length hair and blue eyes. She walked into the room where a man sat handcuffed at his wrists to a chair with two Marine sergeants stood at either side, she sat in the chair across from the man.

"You know why you are here Mr. Atwell" said Pat

"Like hell I do....all I know is that a military squad busted down my hotel room door and placed me under arrest"

"Drop the act we know that you are a topsailian spy" She barked as a look of terror came over his face.

"Fuck you bitch you know nothing"

Pat gave a quick glance at one of the Marines who put two well place punches to the Spy's head while the other took a fabric table cloth off a covered table revealing multiple tools. The marine who hit him ripped off the spy's shirt and held him down as they placed electrodes to his chest.

"the yield on this is 38,000 volts and we will light your ass up like a Christmas tree" She said

"Screw you...." he said but cut off as the power was turned on making him buck in the chair.

as the power was licked off pat said "why are you here"

"you won't get anything from me" he yelled and pat nodded the man stiffened up.

"I smell bacon" chuckled the marine

the power was turned off and the spy said "you can't stop La Revolucion no one can"

"Thank you" said pat as she stood up and walked out of the room. She quickly call the director of the AIA who sent the video to president Middleton

President Abrams responded to the Normandy message.

"We will withdraw from your borders. We expect to see every one of our citizens back in perfect condition, or you will feel our wrath. If one person is missing, or if one person has a broken arm, we will attack."

President Middleton responded to the topsail message.

"It has come to our attention that one of you spies is working with the terrorist group and has confessed to it in an interrogation. And I would like to meet on equal grounds to discuss this"

Abrams had a shocked look on his face. He immediately sent a message to Middleton:

"Let us meet on Tahiti at 1100 hours on June 11th. I need to hear about this."

President Abrams then sent an email to the captain of Airforce On telling him to get the jet ready for immediate departure.

King Oslo himself reviewed the evidence that his Spec Ops team secured, and immediately remembered the conversation a couple of days ago with SecDef and the Director.

"An agent in Normandy had suspicions that the Asians were about to start a war with Topsail, since they had been fighting in the jungles of South America and expanding their borders. Just like us, they didn't want Topsail gaining more power in the Pacific to contest their power. So, according to the agent in Normandy, they decided to make La Revolucion.

"As we all know, La Revolucion is responsible for several Terrorist attacks in Topsail, and our own little version of 9/11 in our own backyard in Stockholm. Our theories were, that if we could get La Revolucion on our side to expose the Asians, we could embarrass the hell outta them and get them to back off of Topsail so WE could handle them, since they are OUR proverbial child, and not theirs. We were also keeping them at bay with payoffs to keep them from attacking the Americans, but evidently that didn't work. La Revolucion, however, turned their backs on us and hit us in Stockholm, so we were planning on taking their asses out.

"The Asians struck first, and embarrassed the hell outta us. The only thing that saved us was the attack on our own soil. That didn't protect Normandy though, and now Topsail is in their face. We HAD the evidence that the Asians were helping them, but somebody in the Union was covering their own ass and destroyed it all before deliverance. We're dead in the water.

"However, we have intel that a Federal Bank in Shanghai has the evidence we need. All we need is your word to send a Spec Ops team over to get the intel and we can hit back," The Director said.

"If we do that, we risk war with them," Oslo said.

"Yes, but we also have reason to invade them too. One of the stipulations of our peace was for no nation to interfere with Hawaii's sovereignty. That includes but isn't limited to putting troops on their soil, and the President of Hawaii only gave US permission in that area, not them. If they attack us, we'll have something to justify ourselves, especially if they get the intel."

"Do it."

Now he was looking at the intel... And they were partially right. There were several Union accounts that contributed to the La Revolucion cause, but they weren't definitive from the government. This was a problem.

The Sergeant Major said, "Milord, we have proof they were helping, but it isn't without a shadow of a doubt. All it shows is a shit load of private firms funding them."

"So, what does this mean for us?" Oslo asked.

"Well," SecDef said, "we could post this on the news and internet and still embarass them, but we can't launch a full on strike against them for their attacks on Topsail, as we don't have proof their government is supporting them."

"That only means they covered their asses though, I want more intel on these "firms". I want to make sure they're not real ones because if they aren't, that proves our theory. I also want to delve deeper into La Revolucion. Their fighters are trained, that means someone is training them and it isn't us, right?"

"No sir, we only contributed money for bribery into the organisation. No operatives were inserted into the organisation to train. We were adamantly against it," the Director said.

"Good, start digging. Meanwhile, I want Special Forces and Jagartruppen personnel inserted into Cuba to fight the insurgents. Get permission from the Topsailian President for insertion."

"Yes sir."

president Middleton quickly made the arrangements to fly to Tahiti and his personal guard mobilized. He left the situation room as fast as possible.

Meanwhile, upon New Shanghai, Imperator Vladimir Akulov made an official position, representing the Federal Eastern Union. He stood upon the podium, with cameras, article writers, domestic and foreign officials standing before him.

"There have been several issues surrounding the notorious terrorist organization, La Revolucion," Imperator Akulov said with regality and boldness, which he had learned upon his years in politics. "Such as La Revolucion Leader Juan Vasquez being killed by a Spec Ops Colonel, an unexpected raid upon the Federal Bank upon Shanghai, and several other incidents surrounding it."

"I, representing the Federal Eastern Union," he continued. "Hereby declare a position of shock against the international community, claiming that the Union has extensive support for the La Revolucion. To go ahead, the Federal Eastern Union does not support the La Revolucion at all - if anything, it is solely against it. As for the attack upon Hawaii, it had clearly been authorized by the Hawaiian Government for defending the Joint Bases with the Northern Federation, and to hunt and destroy the La Revolucion leader."

"And," the Imperator's tone got slightly higher. "To compensate for all unknown and unconfirmed suspicions, the Federal Eastern Union hereby declare war against terrorism and the infamous La Revolucion, and hereby request Topsail Empire to allow the entering of Federal Eastern Union troops into Central America, to join the war against terrorism."

The message was broadcasted worldwide and was made news throughout the world - even to the notorious La Revolucion, the message was delivered clear.
