err that map is the wartime map. Ignore Atlantica's small size on the map, this is only accurate in Europe and in North America.

After spending millions on the futile invasion of South America, and in a hope to continue it's space dominance, Topsail Empire makes severe cuts to it's military budget and overall strength, postponing the construction of new Naval ships until the budget is more balance, and cuts it's army to only 11 infantry divisions (110,000 troops), 4 armored divisions, and 2 airborne divisions (20,000 men). It also postpones the construction of more aircraft for it's air force, and moves the cut money into the budget to NASA. Now that reparations to Caliwestia have ceased (I think so...), Topsail Empire has lost about 1/2 of it's debt, and the reconstructions of New York and Philadelphia are going smoothly.

Topsail Empire will regain it's territories in the Caribbean in return for:

the GNF maintains right to have naval and air bases in Guantanamo Bay, Havana, Port-aux-prince, and many other places on the Islands

The GNF may have up to 500,000 troops stationed within those bases

Topsail Empire will agree to not attack any country unless that country attacks them first or the GNF give Topsail Empire the go-ahead to attack a country.

Topsail Empire will supply 10 F-36 6th-generation fighters to the GNF, and a right to produce them.

The GNF gets Curaçau, Aruba, and Bonaire

Topsail Empire will agree to send troops to help the battle in Vancouver

the GNF gets Co-ownership of the Panama Canal (the GNF will get 40% of the canal's profits, while Topsail Empire will get 60%)
