The Universal Council:

As the lights dimmed to start the first Universal Council meeting of Strategos Prime, Prime Minister Bob of El Fiji Grande shuffled through his papers, and turned on his desk light. He straightened out his tie, knowing that this first council meeting would make history, and that he should look as formal as possible. With the first bill on the table, Prime Minister Bob already knew his official response: one of confirmation.
However, he knew that it was up to the WA Delegate to announce that the meeting be officially in session, so he sat down quietly and waited.

High chancellor Davahall Elementum had come and sat his assigned desk. Ready for the first council meeting he thought about political topics that they would discuss. He tells him self that he will speak politically and intelligently.

Geth Console #1 and his 3 other lesser Geth platforms prepare the hologram presentation of his the First Bill. Putting down the console, setting the frequency visible to humans, and making final adjustments to the console, the Geth Console unit orchestrates the whole affair without flaw. Audible communication between platforms and Console Unit is of no need. The Geth communicate and share information via Geth server.

Preparations are complete. The Platforms have formed the presentation in their hard-drives in English, Spanish, and French, and are listening in the whispers of the room, and all around the Government Building for any languages they haven't picked up. A few have been detected, and uploaded. If these languages are requested, the Geth will translate the presentation.

And as he sat and waited for the WA Delegate to begin the council session, Prime Minister Bob was forced to accept that the Universal Council chambers ironically looked very similar to those of the UN Security Council chambers.

**The Geth Driver (Leader) sends messages through the Geth Server for his three service Platforms to start up the Hologram Presentation. The Hologram shows the Constitution of Strategos Prime**

As all of you know our Nations have agreed upon this Constitution. This document binds us, and our resources, together for one cause; "to form a the center of technological power and innovation"

Knowing this is the purpose for this document, we meet here in the Universal Council, created according to the Constitution in the "Article of The Universal Council"

I will no longer bore you with the basics of our founding. But get onto the domestic issues at hand.

1st on the list is our First Bill that was passed into the State Of a Proposal. This marks the foundations of how we pass legislation to govern the Strategos Prime body, and it's Nations. The vote as it stands is 4 Yea, 0 Nay. I trust that we can end the voting and call this Proposal a success after tonight. Agreed?

"While normally I would want more nations in our Universal Council to vote for or against this proposal, I think that we can all agree that this one will indeed be passed, as it is a foundation building block in our region's success. I stand to say that we agree that this proposal should be passed on to the current WA delegate with the hopes that it becomes a law. Prime Minister Bob has spoken."

Now, onto another subject where the Security Council and Universal Council may intercede. It is the opinion of the Geth, that if our great Region cannot get past it's fear of being Raided, we will be forever incapacitated, and never be able to further develop.

Fear is one emotion that the Geth do not understand. Most of the "Emotions" that sentient being are very useful. Love brings unity, anger displays that injustice has been done, but fear is something that the Geth finds very self-destructive...

We've calculated to the last variable what is the worst possible outcome of letting foreign Nations participate in this Council. We've come up with the conclusion of the Region STILL being safe and sovereign, with our enemy Raiders knowing what kind of laws we pass. And as for military, they only know what we know of their movements. If anything, this is a deterrent for these Raiders to raid us, because they know we have a good security system.

It is the job of the Universal Council to make sure our domestic needs are met. And right now they are being deprived of solving. There are, no doubt, domestic WA Nations that wish to be Senators. But despite the calculations, despite the fact there is NO way for Raiders to take over our Region (Which is the only reason we have a Intelligence Agency in the first place) we are still shaking in our boots, and too paranoid to bring practicality to Strategos Prime.

"Ambassador I understand the region is lacking many things but the raiders to us as a whole are a great threat. Merely their numbers, if we do get in an altercation with them we meaning Strategos would fall in hours"

"President Hayes, I understand that your position is a reasonable one with the best interest of Strategos Prime. However, I feel that we would be better off with more ideas flowing into our government. We cannot always be fearful of raider regions, or else our grand region will never advance or gain security through numbers. As long as the WA Delegate does not get executive powers, this region will be safe from being overthrown, which is why I bring this proposition to the table:"

Prime Minister Bob stands and walks smoothly over to one end of the hall. He taps a button on his remote and a sliding screen rolls down, presenting an image of Security Bill #2.

"If this Bill becomes a law, our region will be safe until the day this is repealed. Please note that this Bill is solely for the protection of the region, from both raiders and spies, as well as from tyrannical, power-hungry dictatorships. I sincerely hope that the nations in this proud council understand the long-term benefits of this Bill."

Prime Minister Bob then walks back to his desk on the circular table of the council. He takes a seat, and says "Discussion over this Bill should be of significant importance."

"Excellent" Says the Geth Ambassador. "I will make sure that I am the first official confirmation of your Bill...

The Prime Minister is right. There is no need for variables when dealing with common sense of this magnitude. The objective for raiding: To get an pre-determined Nation into the WA Delegate position to take over the Region.

Once you take away the power for the Delegate to kick Nations from Strategos Prime, the concept of Raiding becomes void. The resulting Bill being passed means that no Raider will try to raid the Region. If they do try, the action will only be adding to our Regional population."

To continue this council meeting, I must say that as a region, we are growing in strength daily. Now that the ball is rolling, we must make whatever amendments we must make to the constitution, and move on. The elections should be finished by now, but Nardin has spoken of the idea that we might redo them. This matter should be settled soon. Another thing is the fact that only 12 of about 57 (is it now?) nations have joined this forum to participate in the regional government. Atlantica is right, no doubt that this is an example of the 80-20 rule. However, I believe it is our duty to change that, and get as many nations as is possible on here to participate in the government.

The two leaders of The ParaValen Union, Tore Valen (the blonde one) and Daniel Evangelos (the black haired one) both entered the room, Tore's facial expression showing that of someone who was forced to attend. He sat down next to Daniel and the two proceeded to exchange a very short kiss, if nothing else than to alleviate what could be seen as nothing shy of absolute boredom. Daniel smiled, visibly trying to cheer up Tore as the two of them spoke in Valen. The language was of a far distant ancestry and the records of the language were kept under lock and key, per Tore's orders, making it impossible for any other nations to understand their conversation, though Tore and Daniel's hand and body language showed that Tore simply didn;t want to be here, no matter Daniel's pleas to get him to pay attention.
