If the members attending this sanctions meeting must be bound to the resolutions we pass, and the others aren't, guess who doesn't have a space fleet anymore? - us.

Governor Williams replies, "But even a single armed spaceship using primitive STL travel is still enough to bankrupt a colony, so for the far future the building of such craft is rather out of the picture. Sure colonies will make studies for it, possibly even plans, but it is simply too expensive to build."

Governor Winston adds, "In Portum we have had interest in building an inter-planetary spaceship for a long time now, but we have never had the money nor resources to build it."

I propose that all the member countries at this meeting should fund a rover mission there."

Then there is no way out for a peaceful nation like Sardia. We do not want to be bound to attack anyone, and say we break those bounds, then we will be attacked. If we do not go to the Sanctions meeting, then we are still bound to those rules - that we chose to have no say over, and still suffer the same consequences. Sardia officially protests the Sanctions Meeting as the meeting promotes war, and leaves no room for neutrality.

"Sir, if you want neutrality then walk out of this meeting, and dont break any of its established rules. We do not promote war, we attempt to prevent war, and other cruel happenings."

"Just because you are bound to the laws, doesnt mean you have to MILITARILY enforce them. Really you dont have to enforce them at all, but that is very disrespectful. It weakens the sanctions committee to little more than a bunch of clucking hens.

"That all colonies can participate, but are not required to. Goals could include building an International Space Station to advance scientific research, and eventually sending probes to other worlds within this system to learn about it."
